This term is used often in reference to Facebook. It means that a person has changed their privacy settings 

so that only their friends can see them online. Someone who has put this on their status is unavailable and generally

 not interested in talking or interacting with people they don’t know or are impersonating them. 

This can be a result of people being bored, ignoring the world, dealing with personal problems, planning a vacation, etc

You can use this term as an accusation for someone else or as a warning for yourself about over-using Twitter in general.
